The Entrepreneur Rail model developed by us (Newman, Davies-Slate, & Jones, 2017) was created out of the need to truly integrate transit and land use through finance to create the highest value outcomes. However, it is not as though it is entirely new as historically this is how tram and train lines were developed; also “joint development” has been used for building urban rail since the 1980’s wherever a major TOD was considered as a joint outcome (Newman & Kenworthy, 1999). These joint developments were set up to supplement government money through land development but they can also be used to go further and create a fully private approach.
